Whereas, on the 22nd day of Septeber, A.D.1862, a procation was issued by the President of the Uates, ntag, aong s, the follog, to wit:

“That o day of January, A.D.1863, all persons held as sves with any State, or designated part of a State, the people whereof shall then berebellion agast the Uates, shall be then, thenceforward, and forever free; and the Executive Governnt of the Uates, cdg the ilitary and naval authority thereof, will regnize and ata the freedo of such persons, and will do no act or acts to repress such persons, or any of the,any efforts they ay ake for their actual freedo.”

“That the Executive will, o day of January aforesaid, by procation, desighe States and parts of States, if any,which the people thereof, respectively, shall then berebellion agast the Uates; and the fact that any State or the people thereof shall on that day begood faith represehe gress of the Uates by bers choseo at eles where a ajority of the qualified voters of such States shall have participated shall,the absence of strong untervailg testiony, be deed ncsive evidehat such State and the people thereof are not thenrebellion agast the Uates.”

Now, therefore, I, Abraha Lln, President of the Uates, by virtue of the powervested as der-In-Chief of the Ary and Navy of the Uatesti of actual ard rebellion agast the authority and governnt of the Uates, and as a fit and necessary war asure for supressg said rebellion, do, on this 1st day of January, A.D.1863, andaordah y purpose so to do, publicly procid for the full period of one hundred days fro the day first above ntioned, order and designate as the States and parts of States where the people thereof, respeept the parishes of St.Bernard, Palquees, Jefferson, St.John, St.Charles, St.Jas, Assion, Assuption, Terre Bone, Lafourche, St.Mary, St.Mart and Orleans, cdg the city of New Orleans),Mississippi, Abaa, Florida, Geia, South Caro, North Caro and Virgia (except the forty-eight unties designated as West Virgia, and also the unties of Berkeley, Aoaorthhapton, Elizabeth City, York, Prisely as if this procation were not issued.”

And by virtue of the power and for the purpose aforesaid, I do order ahe ilitary and naval authorities thereof, will regnize and ata the freedo of said persons.

And I hereby enjo upon the people so decred to be free to absta fro all violence, unlessnecessary self-defence; and I rend to the that,all case where allowed, they bor faithfully for reasonable wages.

And I further decre and ake known that such persons of suitable ndition will be received to the ard service of the Uates to garrison forts, positions, stations and other pces, and to an vessels of all sortssaid service.

And upon this act, scerely believed to be an act of jtice, warranted by the stitution upon ilitary y, I voke the e judgnt of ankd and the gracio favor of Alighty God.
